The Guardian published a visual investigation into New York’s plastic waste on September 3: how much the state generates, where it ends up, and who’s trying to shrink the pile. Researchers, local officials, advocates. It’s landscape, not law. I’m flagging it because the packaging-reduction and extended-producer-responsibility bills keep coming back in Albany every session, and when they do, this is the picture people will be arguing about.

Extended producer responsibility, for anyone who hasn’t followed it: the idea that the company that makes the packaging pays for what happens to it after you’re done, instead of the town. Several states have passed some version. New York has debated it for years and hasn’t. The Guardian piece is useful because it shows the scale of what’s being debated, in a form you can actually look at instead of a bill memo.

The Long Island angle is simple and it’s the one nobody outside the region gets: we’re running out of places to put things.

The Brookhaven ashfill debate wasn’t really about ash. It was about the fact that this island has a fixed number of holes in the ground and they’re filling up, and the ash from the incinerators has to go somewhere, and “somewhere” increasingly means trucks. Every “reduce the waste stream” bill is, for us, a capacity question first and an environmental question second. Or, more honestly, the capacity question is the environmental question, because the alternative to less waste is more trucks over the aquifer to landfills upstate, or more incineration, or a new hole. None of those are free.

It’s a good read. Fifteen minutes. Open it with that in mind, and when the packaging bill comes back next session, you’ll know what the numbers mean.

What we know

  • The Guardian published an interactive on New York’s plastic waste stream on September 3, 2026.
  • Packaging-reduction / EPR legislation remains under debate in New York State.

What we don’t know yet

Whether any version of the packaging legislation moves in the next session.
